Systems Development

Understanding Context
Enabling Transformation

Universities and science organisations do not evolve in isolation. Their strategies, structures and possibilities are shaped by wider systems – policy frameworks, funding regimes, international trends, organisational cultures, and societal values.

Over the past 30 years, I have worked with European, national and regional organisations, ministries and agencies across more than 25 countries, analysing higher education and research systems and supporting their development. I have seen how transformation capacity at institutional level is affected by the ways in which organisations relate to their wider system context and how understanding the relation between institutional and system logics can enhance transformation capacity.

My Work in
Systems Development

In my systems and policy work, I support organisations in:
  • analysing emerging policy developments and their institutional implications
  • identifying opportunities in national and international funding landscapes
  • understanding innovative practices across countries and institutions
  • reflecting governance models and system-level steering mechanisms
  • developing strategic responses to evolving system conditions
  • facilitating exchange and learning across institutional and national boundaries

This work often draws on comparative international analysis, connecting local challenges with broader developments across higher education systems.

Areas of Expertise

My work has addressed a wide range of system-level questions, including:
  • the role of universities in regional innovation ecosystems
  • research strategies, priorities and assessment methodologies
  • governance models and institutional steering capacity
  • academic career paths and hiring practices
  • teaching and learning innovation
  • universities’ third mission and societal engagement
  • lifelong learning and executive education
  • large-scale reforms such as the Bologna process

Through comparative studies for European organisations, national ministries and sector bodies, I have contributed to shaping debates and informing decision-making at multiple levels of the higher education system.

International and
Intercultural Perspective

Working across diverse national and institutional contexts has required the ability to navigate different cultures of governance, decision-making and academic practice.

I have collaborated with:
  • European organisations and the European Commission
  • national ministries, science councils and rectors’ conferences
  • universities and regional actors
  • international partnerships beyond Europe
This experience allows me to act as a translator between systems, levels and discourses — connecting:
  • European, national and institutional perspectives
  • policy frameworks and organisational realities
  • analytical insight and practical implementation

From Systems Insight
to Transformation Capacity

Universities and other knowledge-intensive organisations operate in increasingly complex and dynamic environments:

  • evolving and interdependent national and European policy frameworks
  • shifting funding instruments and competitive pressures
  • new expectations regarding innovation, societal engagement and collaboration
  • growing interdependence across institutions, regions and countries

In this context, understanding system dynamics is a precondition for:

  • making sound strategic choices
  • identifying opportunities and constraints
  • positioning institutions effectively
  • and enabling sustainable transformation

Over time, my experience in systems and policy development has led to an increasing focus on the insight that systems do not change through internationally informed and well-designed policy alone but through the people and organisations acting within them. This is why my work today connects systems development with:

  • Strategy Development — translating system insight into institutional direction
  • Leadership Development — enabling leaders to act wisely within complex environments
  • Personal Development — strengthening clarity, agency and resilience

Systems insight becomes effective only when it is understood and acted upon.

My Focus

I continue to engage in selected system and policy mandates where they contribute to broader transformation processes, with a focus on supporting organisational and individual transformation capacity and agency through strategy work, leadership development and coaching.

This allows me to bring together:
  • deep understanding of higher education systems
  • experience with institutional strategy and governance
  • and a coaching-based approach to reflection, decision-making and change
