To engage with a global research world and suceed in increasingly competitive funding contexts universities have been developing research strategies at all organisational levels. From the early millennium where institutional research strategies were still nascent in many parts of Europe to today where universities can hardly avoid such strategic attention, the European university research capacity has expanded substantially, supported by improved steering capacity.
